The Telephone Carrier Certification Organization (ETOC) and its five member telecommunications carrier associations, namely, the Telecom Services Association (TELESA), the Telecommunications Carriers Association (TCA), the Japan Internet Providers Association (JAIPA), the Japan Cable and Television Association (JCTA), and the Japan Unified Telecommunications Carriers Association (JUSA), will work together with the Nuisance Call Consultation Center (Denwan Center), which was launched today by the Ministry of Internal Affairs and Communications, to further improve the health of the telecommunications market.


◼️Background

Inappropriate telephone and communication use, such as special frauds, continues to be on the rise and is recognized as a serious problem that threatens the safety and security of the people's lives. In response to this situation, and based on the government's "Comprehensive Measures to Protect the Public from Fraud" (decided by the Cabinet Meeting on Crime Prevention), the Ministry of Internal Affairs and Communications began operating the "Nuisance Call Consultation Center (nicknamed the Denwan Center)" today as a consultation service for inappropriate telephone use.


ETOC defines what a good telephone carrier should be from various perspectives, such as network and service quality, security measures, and prevention of improper use, and has created a system to grant the "ETOC Certification Mark" to domestic telephone number trading carriers that meet these standards. This makes it possible to "visualize" the reliability of telecommunications carriers, preventing fraudulent use such as special fraud and transactions with inappropriate carriers, while also promoting efforts to make it easy for users to select good carriers.


ETOC and the five participating telecommunications carrier associations will continue to promote the soundness of the telecommunications market through the spread of the certification system, and will contribute to the realization of a secure communications environment by working closely with the newly launched Denwan Center.
