I am wholesaleing numbers to foreign businesses, but should I require them to obtain certification? Is certification required?
Yes, all carriers that handle domestic numbers are eligible.We will promptly make the examination process available in English so as not to create barriers to entry for foreign businesses.
Regarding the target businesses, is it correct to understand that this includes not only number wholesale but also wholesale provision of telephone services and provision to end users?
Yes. This applies to businesses that provide telephone numbers and lines as services (including wholesale and retail).
Does the target business include mobile numbers?
Yes, it is included. It applies to all number ranges.
Although all phone numbers are subject to the survey, our company provides services for both mobile and landline numbers. Will the submission and review criteria be the same for both ranges?
There is only one judging standard.
I understand that telephone numbers are subject to this system, but for example, will numbers such as data transmission numbers beginning with 020 and IMSI numbers also be included?
020 numbers are telephone numbers and are therefore subject to ETOC authentication.IMSI is not included.
020 is not offered as a telephone number, so why is it included in ETOC?
The ETOC is aimed at assessing and certifying businesses (supply chains) that handle telephone numbers, regardless of whether the line is a telephone (voice) line. For example, non-voice communications such as SMS transmissions are also subject to the ETOC.
自社で番号発行はせず、他社（電話事業者）発番の番号を使用し役務を提供する事業者も、本認証の対象となり得るのでしょうか。
自社で番号を所有しているか否かに関わらず、電話番号を他社に提供する場合は電話役務提供事業者として電気通信事業法の対象となります。
電話役務提供事業者はETOCの対象となります。
業務によって拠点・使用番号・運用方法などが多種多様ですが、会社単位で取得する場合、申請時はすべての業務を包括して申請する形になりますでしょうか。
原則的に法人もしくはサービスを指定して申請していただくことになります。（ETOCマークの表示はその認証範囲に限定されます）
