If a partner telephone company provides telephone services to customers by overlaying its own optical fiber or CATV lines, can it display the ETOC certification mark on its own website, etc., where the line is provided?
When a business operator (such as a CATV operator) that owns an access line connects its access line to another business operator that provides telephone services, it is possible to display the ETOC certification mark in the description of that service, provided that consent is obtained from ETOC and the other business operator (service provider/supplier), that is, the telephone operator. (Example: Displaying the certification mark of the telephone service provider in the description of the telephone service that the CATV operator is affiliated with.) However, displaying the certification mark must be done under the responsibility of the certified registered business operator.
I understand that the certification system is primarily targeted at MNOs, MVNEs, and MVNOs that provide mobile phone services. Are mobile communication services such as WiMAX exempt from the system?
If a WiMAX provider provides a telephone number as a service, it is subject to ETOC certification. If a WiMAX provider does not provide (use) a telephone number, it is not subject to certification.
Your company provides CATV access lines. Your partner telephone carrier provides telephone services over these access lines. In this case, who is the party to obtain certification?
Many operators who provide CATV access lines do not provide telephone services, and in such cases they are not subject to ETOC certification. However, operators who use CATV access lines, purchase telephone services wholesale, and provide telephone services to users are considered telephone service providers and are therefore subject to ETOC certification.
